A good SEO pitch can be lost in the proposal. The client likes you on the call, asks for something in writing, and then receives either a vague two-line email or a 20-page document full of jargon. Neither wins the work.
This guide gives you a free SEO proposal template you can copy, fill in, and send. It covers the full structure, sample wording for each section, an SEO proposal email template to send it with, and variations for local SEO, one-off SEO project proposals, and audit-only work.
If you plan to start with an audit, you will also want my free SEO audit report template, which you can fill in online and download as a PDF.
What Is an SEO Proposal?
An SEO proposal is a document that tells a potential client what you will do, how you will do it, how long it will take, and what it will cost. Its job is to turn interest into a signed agreement.
It is not an audit report. An audit report records what you found on a site. A proposal describes the work you suggest doing and the result it should lead to. Many freelancers send a proposal first, then deliver the audit as the first step of the project.
A good proposal does three things. It shows you understood the client’s problem. It makes the scope and price clear. And it makes saying yes easy.
What Should an SEO Proposal Include?
A solid SEO services proposal template has the same core parts every time:
- A summary of the client’s situation and goals
- The scope of work and deliverables
- Your approach and timeline
- Pricing and payment terms
- What you need from the client
- What is not included
- Terms, next steps, and how to accept
You can add a short section about your experience and a sample result. Keep it to what helps the client decide. Most proposals work best at two to five pages.

Free SEO Proposal Template (Copy and Paste)
Copy the text below into a Google Doc or Word file and replace everything in [brackets]. I have written it in plain language on purpose. Clients respond better to clear sentences than to marketing speak.
1. Title and Cover Details
SEO Proposal for [Client Name] Prepared by [Your Name or Business] | [Date] Valid until: [Date, usually 14 to 30 days]
2. Overview and Goals
Thank you for the chance to work with [Client Name]. From our conversation, I understand that [client's situation, for example: your site gets little organic traffic, you recently redesigned and lost rankings, or you want to attract more local customers].
The goal of this project is to [specific goal, for example: improve organic visibility for your main services, recover lost traffic, or increase calls and enquiries from search] over [timeframe].
Use the client's own words from your call where you can. It shows you listened, and it is the part they read most closely.
3. Scope of Work
What is included
- Technical SEO review and fixes list: [crawl, indexing, speed, mobile, redirects]
- Keyword research and mapping for [number] priority pages
- On-page optimization of [number] pages: titles, headings, content, internal links
- Content plan: [number] new or updated pages per month
- Link building or local citation work: [describe or leave out]
- Monthly reporting and a [30-minute] review call
Be specific about numbers. "On-page optimization" is vague. "On-page optimization of 10 priority pages" is something you can deliver and the client can check.
4. Deliverables
By the end of [month or phase], you will receive:
- [Audit report with prioritized fixes]
- [Keyword map and content plan]
- [Optimized pages, as listed above]
- [Monthly performance report]
5. Approach and Timeline
Month 1: Audit, baseline measurement, and priority fixes Month 2: On-page optimization and content planning Month 3 onward: Content production, link building, and monthly reporting
SEO takes time. Early technical improvements may show effects within weeks, but meaningful growth in rankings and traffic usually takes several months.
That last line matters. It sets honest expectations and protects you from being judged against a one-month deadline.
6. Pricing
Option A, [Name]: [Scope in one line], [price] per month Option B, [Name]: [Scope in one line], [price] per month One-time setup or audit: [price]
Payment terms: [for example, invoiced monthly in advance, due within 7 days]
Give two or three options if you can. Clients are more likely to choose between options than to decide whether to hire you at all.
7. What I Need From You
- Access to Google Search Console and Google Analytics
- Access to your CMS or a developer who can make changes
- A main point of contact who can reply within [2 business days]
- Approval of content and page changes within [timeframe]
8. What Is Not Included
This proposal does not include [paid advertising, web design, development work beyond the listed fixes, or content beyond the numbers above]. Additional work can be quoted separately.
Do not skip this. Most scope disputes start because the exclusions were never written down.
9. Terms
- Contract length: [month-to-month or minimum term]
- Cancellation: [notice period]
- Ownership: all content and files belong to [Client Name] once payment is complete
- Confidentiality: I will keep your business information private
- No ranking guarantees: search engines control rankings, and I cannot promise specific positions
I would not promise a particular ranking or traffic number. Nobody controls that, and clients who have been burned before will trust you more for saying so.
10. Next Steps
To accept this proposal, reply to this email or sign below by [date]. On receiving confirmation and the first payment, I will send the access checklist and schedule our kickoff call.
SEO Proposal Email Template
Your email matters as much as the document. Keep it short, and make the next step obvious.
What Should the Cover Email Say?
Subject: SEO proposal for [Client Name]
Hi [Name],
Thanks for taking the time to talk on [day]. I enjoyed hearing about [one specific thing from the call].
I have attached a proposal covering [one-line summary, such as: a technical audit, on-page fixes, and a three-month content plan]. The short version: [main goal] over [timeframe], starting at [price].
If it looks right, you can reply to confirm and I will send the access checklist. If you would like to change anything, I am happy to adjust it.
The proposal stays open until [date]. Would you like to book 15 minutes this week to go through it?
Best, [Your name]
What Should a Follow-Up Email Say?
If you do not hear back after three to five business days, send a short, friendly follow-up.
Subject: Re: SEO proposal for [Client Name]
Hi [Name],
Just checking whether you had a chance to look over the proposal. I am happy to answer questions or adjust the scope if the budget or timeline needs to change.
If now is not the right time, no problem. Let me know and I will check in again later.
Best, [Your name]
A second follow-up a week later is reasonable. After that, move on politely.
How Do You Price an SEO Proposal?
The right model depends on the kind of work. There are three common ones.
Is a Monthly Retainer the Best Model?
For ongoing SEO, usually yes. A monthly retainer matches how SEO works, because results build over months. It also gives you steady income. Published pricing surveys show small-business retainers ranging widely, from a few hundred dollars into the low thousands per month, so check your own market and experience before setting yours.
When Should You Use a Project Fee?
When the work has a clear beginning and end, such as an audit, a site migration, or a content cleanup. Price it from the scope and the value delivered, not just your hours. My guide to SEO audit cost and what to charge covers how to price audit work.
Should You Offer Performance-Based Pricing?
I would be careful. Rankings and traffic depend on many things you cannot control, such as the client's site, competitors, and algorithm changes. Pricing tied only to results can leave you working for free. If a client insists, tie a small bonus to results on top of a base fee.
What About Starting With an Audit?
Many freelancers do this. Offer a paid audit first, then propose ongoing work based on what you found. The client sees your quality before committing to a long contract, and you get the baseline data you need. You can use my free audit template to deliver it.
SEO Proposal Template Variations
The structure stays the same. What changes is the scope section and the language.
What Does a Local SEO Proposal Template Look Like?
A local SEO proposal template replaces some of the general scope items with local ones. Swap in:
- Google Business Profile setup or optimization
- Local citation clean-up and consistency across directories
- Review generation and response process
- Location and service-area page optimization
- Local rank tracking for [number] keywords
Local clients also care about calls, direction requests, and bookings, so describe your goals in those terms rather than only traffic. I explain what a local audit covers in my local SEO audit checklist guide (#PENDING-local-seo-audit-checklist).
What Does an SEO Project Proposal Template Look Like?
An SEO project proposal template is for one-off work, such as a site migration, a technical cleanup, or a content refresh. Use the same sections, but replace the monthly timeline with fixed milestones and a single project fee. For example: audit complete by week one, fixes delivered by week three, final review by week four.
What About an SEO Audit Proposal?
For an audit-only job, shorten the scope to the audit modules (technical, on-page, content, backlinks), list the deliverables (report, prioritized action plan, walkthrough call), and give a turnaround range. Make clear that fixing the issues is a separate service.
Can You Adapt It for a Marketing or Agency Package?
Yes. An SEO marketing proposal template simply adds items such as content marketing, social promotion, or email to the scope. Keep SEO as the core and list the extras clearly so the pricing makes sense.
How Do You Write a Proposal on Freelance Platforms?
Platform proposals, such as those on Upwork, work differently. They are shorter, they appear in a list next to many others, and the client often reads only the first few lines.
A few habits help. Open with the client's problem and one specific idea, not with your biography. Mention something from their job post to show you read it. Keep it brief, and end with a clear question or next step. Keep the full document for after the client shows real interest.
Check each platform's current rules before you send proposals, as they change from time to time.
What Makes the Best SEO Proposal Template?
People search for the "best" template, but the best one is the one you actually customize. A few traits mark a good one.
It is short enough to read in five minutes. It speaks about the client's goals before your services. It lists scope in numbers and exclusions in plain words. It offers choices. And it ends with one clear next step.
A proposal that looks the same for every client is easy to spot, and it rarely wins.
Mistakes That Lose Clients
The first is sending a proposal without a call. Without a conversation, you are guessing at the problem, and the proposal will read as generic.
The second is overloading it with jargon. If the client has to look up terms, they will not say yes.
The third is promising rankings. It sounds appealing, but it damages trust, and it is a promise you cannot keep.
The fourth is a vague scope. This leads to arguments about what was included, and to unpaid extra work.
The fifth is sending it and disappearing. A short follow-up converts more proposals than a better document does.
The sixth is no expiry date. A deadline, even a gentle one, gives the client a reason to decide.
SEO Proposal Template FAQ
Is this SEO proposal template free?
Yes. Copy it into a document, replace the bracketed text, and use it for as many clients as you like.
How long should an SEO proposal be?
Two to five pages for most small and mid-sized clients. Longer proposals are rarely read in full.
Should I include pricing in the proposal?
Yes. A proposal without a price is a conversation starter, not a proposal. Hiding the price delays the decision.
Should I send an audit before the proposal?
A short free review, such as three or four key issues, can win trust. A full audit is a better paid first step, since it takes real work.
How do I follow up on a proposal?
Send a short email three to five business days later, and one more a week after that. Stay polite and make it easy for the client to say no.
Do I need a contract as well?
Yes. A proposal states what you will do and the price, and once accepted it can work as an agreement. For larger or longer engagements, a separate contract reviewed by a lawyer is safer. I am not a lawyer, so check your local requirements.
What is the difference between an SEO proposal and an SEO audit report?
A proposal is sent before the work to win the client. An audit report is delivered as part of the work to show what you found.
Final Thoughts
A proposal does not need to be impressive. It needs to be clear: what you will do, when, for how much, and what the client should do next.
Copy the template, fill it in for your next lead, and send it with a short email. Then follow up. Those three steps will improve your close rate more than any amount of polishing.
